Established in 2003 and subsequently revised in 2006 and 2009 to reflect the changing needs of Parliament. The overall objective of the UNDP Parliament Project is to assist the National Parliament in developing its institutional capacities (systems and processes, skills and knowledge) in order to effectively exercise its mandate within the democratic governance systems in Timor-Leste. The project places a strong emphasis on capacity building and focuses on five main areas: (1) legislation; (2) oversight; (3) Secretariat and administration; (4) democratic representation, transparency and accessibility; and (5) gender mainstreaming.

The project has played an important role in supporting Parliament from the early stages of establishing basic systems and processes to the current phase of systematic capacity development and institutional consolidation. Recent project achievements include the support provided to the development of the first Strategic Plan (2010-2014), the revision of the Standing Orders, the establishment of the Gender Resource Center as well the ongoing support to the development of a communications and outreach strategy. In order to build national capacity, the project has recruited 14 Timorese with a legal background and will help train the first generation of parliamentary legal experts, and will continue building the capacity of 5 sectoral analysts and 4 budget analysts who are supporting Parliament in exercising its oversight function.
